Industrial Upgrade Revitalizes Inefficient Land Use

Located at No. 2000, Yun Ding North Road, He Shan Street, Huli District, Xiamen, Fujian, the Huli New Quality Intelligent Manufacturing Industrial Park is the first "industrial upstairs" project in Xiamen Island. Xiamen Huli District State-owned Assets Investment Group Co., Ltd. is the developer of the industrial park, promoting the redevelopment of the project in the "industry to industry" model.

"This project can not only increase the output value and tax revenue per mu of land, effectively improve the land utilization rate and industrial carrying capacity, but also form an 'innovation and entrepreneurship complex upstairs and downstairs' in the vertical space, integrate the upstream and downstream industrial chains, and further play the synergistic effect of the industry nearby," said Huang Chang, manager of the Investment Department of Huli State-owned Investment Group.

Xiamen's jurisdictional area only accounts for 1.4% of Fujian Province's land area. As the central urban area of Xiamen, Huli District established the development direction of industrial prosperity and strong industry at the beginning of its establishment, and achieved a high level of industrialization and urbanization in a relatively short period. However, with the general trend of cross-island development and the external transfer of industries within the island, the problems of industrial hollowing out in the old industrial areas of Huli, low industrial development level, and low land output benefits are becoming increasingly prominent. It is urgent to accelerate the revitalization of low-efficiency industrial land in the old industrial areas and promote in-depth transformation and upgrading of industries.

In the view of Chen Xibin, Deputy Secretary of the Huli District Committee, the redevelopment of low-efficiency industrial land can not only stimulate and release new space and new momentum for industrial development but also optimize the urban layout and improve the urban image, further releasing the potential of land.

To solve the contradiction between insufficient industrial carrying capacity and low-efficiency and idle industrial land, Huli District has explored and constructed a "one-window, one-stop" redevelopment service mechanism in recent years, inviting a third party to archive 100 industrial land plots in the old industrial area of Huli.

As the largest "owner" of the old industrial area in Huli, Lianfa Group Co., Ltd. has witnessed the transformation of Huli industry time and again. Zhang Wenmu, the general manager of the company, said: "The redevelopment of low-efficiency land is a process that the city needs to face in the direction of 'two high and two modern' (high quality, high appearance, modernization, internationalization), and the direction of new quality productivity. We hope to play our advantages at this node, actively do a good job in attracting investment, and implement the redevelopment of low-efficiency land better."

"We have also conducted in-depth research and demonstration on what kind of industry the old industrial area of Huli will develop in the future," said Dai Lesheng, a member of the Huli District Committee and the executive deputy head of Huli District. The old industrial area of Huli has location advantages and talent advantages, and can focus on building technology-intensive manufacturing industries suitable for "industrial upstairs" by integrating enterprise resources, which is also in line with the development model of "headquarters + research and development + outsourcing manufacturing" that Huli District is vigorously promoting. "At present, we have taken the lead in promoting a batch of pilot projects for redevelopment. Some projects have made substantial progress," said Dai Lesheng.

The industrial land of Xiamen Minxing Industry Co., Ltd. in the old industrial area of Huli has become the first low-efficiency industrial land to be taken over by the government through agreement, and it was transferred to Tongzhi Electronic Technology (Xiamen) Co., Ltd., which urgently needs a new factory. Zeng Jianyuan, the general manager of Tongzhi Electronics, said that with the rapid development of AI technology, the requirements for test efficiency in research and development are higher. The research and development base is in Huli, and the production base is in Xiang'an. From the perspective of research and development and manufacturing, the benefits are greatly reduced. Now, with both research and development and production settled in Huli District, product development can be accelerated and costs can be reduced.

At present, under the general trend of cross-island industrial development, Huli's "industrial return" relies on the new trend of integrated development of manufacturing and service industries, focusing on strengthening the collaborative linkage and differentiated development with surrounding and off-island industrial functional areas. Chen Xibin said: "We hope to revitalize low-efficiency industrial land, use the high-quality public supporting services and good location advantages of the central city area, drive the return of advanced manufacturing and productive services, and re-aggregate high-quality people to re-emerge the glory of the old industrial area of Huli."

In the process of redeveloping low-efficiency industrial land, Huli District has given enterprises more autonomy. "We have provided enterprises with a variety of redevelopment combination models," said Sun Qi, the permanent deputy director of the Huli District Low-Efficiency Industrial Land Redevelopment Work Leading Group Office.In a favorable business environment, many enterprises wish to continue to root in the old industrial area of Huli. Peng Fanglan, the director of the Huli Street Office in Huli District, said that about one-third of the land will expire within 10 years. For these enterprises, where to go is a problem they have to face.

The factory building of Xiamen Taisong Precision Electronics Co., Ltd. will expire in 2029. Whether to continue investing was a question the enterprise hesitated about. When Huli District launched the research on the re-development project of low-efficiency industrial land, Taisong Precision immediately expressed its willingness. The extension of the industrial land period gave the enterprise a "reassuring pill". In September, the Rongjia-Baixin AI Smart Technology Industrial Park project started construction on plot 103 of Huli Innovation Park. This is one of the first batch of key projects in Huli District to promote the re-development of low-efficiency industrial land, jointly built by the original owner of the plot, Rongjia Industrial Co., Ltd., and the newly introduced Xiamen Baixin Information Technology Co., Ltd.

Chen Xibin said that through the re-development of low-efficiency industrial land, Huli District will form a modern industrial park with complete functions, achieve the "three-in-one" integration of production, life, and ecology, attract more high-quality enterprises to invest and develop, and further increase the city's attractiveness and competitiveness.
